Upgrade windows client to Npcap

WinPcap says they are unsupported and recommend switching to Npcap for windows 7-10. There's even a WinPcap compatibility mode to use the already existing features of WinPcap in Npcap.

I support this suggestion. Some acknowledgement from the devs would be appreciated

I am also in support of this.

Are there devs left to answer? I just remembered Whatpulse tonight out of the blue. I've been looking around, but it doesn't seem like theres alot happening anymore.

Npcap is included in the upcoming 2.9. We had to wait until a few Windows levels went EOL.
